The Arcane Arts and Sciences were banned from study until and unless you passed the preliminary work.
This advanced study of Sciences were (much) later called Esotericism, a word I am personally am not fond of. It is an Outsider’s Opinion of what they think is going on inside, which makes it… irrelevant.

Black Magic or Dark Magic is simply… actually… sloppy and botched “Magic” practiced by the Ignorant. They “cheat” to bypass the Logical Code, which creates a Mutated Code birthed from Fear / Ignorance.
Giving rise to Monsters, Demons… etc.
Magical Science gone wrong.
Because of the amount of secrecy around the Advanced Sciences, this gave rise to “The Forbidden Fruit,” Greed, and Consumption of the Unethical.
In their attempt to keep the Knowledge away from the Unethical, it attracted the Unethical. And Rome sought to Possess and Control the Wizards and Wise.
It was in the Language and the Logic that the Power was sourced, which is why Rome preserved the culture, but changed all the words, replacing the Greek words for Roman words.
Because the Greek words and Names were the source of their Power.
We see this tactic of Warfare of banning and replacing Language, over and over again throughout The Roman/Holy Roman Empire.
They made Astrology and Divination illegal.
We were seeing the beginning of banned Magic that would give rise to the unspoken war between Magic (Educated) and… well… Muggle (Uneducated).

And, by the 1600’s, “Thou Shalt Not Suffer a Witch to Live,” would lead to the rise of stamping out Magic, while also banning the Wise and Genius, knowing this would eventually lead to The Arcane Arts.
